After reading the article on ATR 42 Runway Incursion Event, I believe the conclusions and safety action/recommendations were remise in mentioning the obvious. The Air Traffic Control system should have never put the ATR in that situation. No aircraft should be put on an active runway unless it is to be cleared for takeoff within a reasonable amount of time. Seven minutes is a ridiculous amount of time to be held on a runway before being cleared for takeoff. 30 seconds is a long time to hold for clearance to takeoff on a active runway, let alone 3 minutes or 7 minutes. The system that put them there should be scrutinized as much as the crew who started to takeoff with another aircrafts clearance.
