Global High-Risk Categories of Occurrence (G-HRCs)
Description
The International Civil Aviation Organization (ICAO) Global Aviation Safety Plan (GASP) identifies a series of what it calls global high-risk categories of occurrence (G-HRCs) that should be addressed to mitigate the risk of fatalities. The G-HRCs are selected based on actual fatalities, high fatality risk per accident, or the number of accidents and incidents.
The G-HRCs identified in the 2023-2025 editor of the GASP are as follows:
- Controlled flight into terrain (CFIT)
- Loss of control in-flight (LOC-I)
- Mid-air collision (MAC)
- Runway excursion (RE)
- Runway incursion (RI)
The ICAO Safety 2024 Edition indicates that the five G-HRCs accounted for 9% of all accidents in scheduled commercial transport operations in 2023, but 100% of fatal accidents and 100% of fatalities.
