The user can employ this algorithm to determine whether an event at a controlled airport qualifies as a runway incursion. The algorithm is based on the International Civil Aviation Organization (ICAO) definition of a runway incursion, introduced in November 2004, and the guidance provided in Appendix G of the Global Action Plan for the Prevention of Runway Incursions (GAPPRI), published in 2024. The algorithm generates a certificate of proposed event qualification as a runway incursion or not, which is also based on specific information and criteria provided by the user. The proposed event qualification should be reviewed and interpreted within the user’s local context. If more than two traffic participants were involved in an event, a pairwise assessment for all the participants should be carried out.
